We have been fishing for flounder with gulp lures near the deeper troughs in between sandbars. About half of the flounder we have been finding off the beach are undersize, but if you put in the time you might be able to come up with your legal limit of six keepers per person. The key to catching flounder with gulp lures is to use a slow retrieve and twitch your baits as you work them close to the bottom. North Carolina fishing regulations allow you to keep 6 per person over 15″ total length.
